Standards & Regulatory

Two essentials for a healthy wireless technology environment include well-developed technology standards and a fair market regulatory environment with carefully allocated spectrum resources. 3G Americas supports regulatory and standards-based environments in the Americas that stimulate the growth of advanced wireless services via the region's most extensive wireless technologies: GSM, UMTS-HSPA and LTE. By remaining engaged with national and international regulatory agencies, standards development organizations, industry associations and technology teams, 3G Americas highlights issues critical to the development of new services. 3G Americas develops and presents contributions, position papers and informational documents to these government officials and organizations to assure a full understanding of the implications of their proposals and agenda items under consideration.

As a Market Representation Partner for the Third Generation Partnership Project (3GPP), 3G Americas promotes the standards development work of this global organization, often weighing in on the importance of various techniques appropriate for successful GSM family technology deployment in the Americas region. The success of the GSM family of technologies, which is synonymous to the 3GPP family of technologies, is incumbent upon the work of the contributors to this organization.

3G Americas is fully committed to market-based wireless policies with the notion that the successful development, deployment and operation of advanced wireless communications systems are based firmly on the principle of public-private partnership exercised through mutual respect, consultation and constant dialogue.

Advocacy
3G Americas serves an advocacy role for the advancement of wireless services. Advancing global wireless services requires effective representation and constructive dialogue between national regulatory agencies and also within the framework of the Inter-American Telecommunication Commission (CITEL) of the Organization of American States where 3G Americas participates as an associate member. Even though 3G Americas is an organization incorporated in the United States, the extensive international resources and worldwide experience of its members and staff enable it to be both productive and convincing. The advocacy program for 3G Americas includes the following elements:

  • Close liaison with national wireless operator organizations and continual dialogue with member and potential member companies from both the operator and vendor communities
  • Constant review of regulatory events related to licensing and additional spectrum allocation
  • The presentation of written and verbal contributions as appropriate before national regulatory bodies concerning matters of interest to the family of GSM technologies including LTE
  • Representation at the Third Generation Partnership Project (3GPP) and membership at the International Telecommunication Union (ITU)
  • Full participation as an associate member in the deliberations of the Inter-American Telecommunication Commission (CITEL) of the Organization of American States, Permanent Consultative Committee II (Radiocommunications including Broadcasting)
  • Presentations at international symposia sponsored by industry and regulatory organizations such as CITEL and the Ibero-American Association of Research Centers and Telecommunication Enterprises (AHCIET).
